It's a Condensed Milk Jar. Back in the Victorian Era ss-ish canned condensed milk was an exciting new thing. Processing made it shelf-stable and safer than the raw milk, pre-pasteurization. These pretty jars were made to hide the can when you served it with tea and coffee. There's a hole in the bottom so you can push the can out when you're done. Of course, you might wonder why not just pour the milk into a creamer? Less washing up, perhaps.
